How sweepstakes casinos work (and why they are legal in some states)

Gold Coins, Sweeps Coins, "no purchase necessary," and what actually happens when you redeem for cash, in plain English.

Sweepstakes casinos look like online casinos: slots, blackjack, even live dealer tables. But legally they are built on the same promotional-sweepstakes rules as a soda company's bottle-cap contest. That legal structure explains everything that seems odd about them, from the two currencies to the "no purchase necessary" fine print.

The two currencies

Every sweepstakes casino runs on two kinds of virtual coin:

  • Gold Coins (GC) are for fun only. You get a pile free when you sign up, and you can buy more in packages. Gold Coin winnings can never be cashed out. Some sites rename them (Crown Coins, WOW Coins), but they work the same way.
  • Sweeps Coins (SC) are sweepstakes entries. You can never buy them directly. They come free with sign-up bonuses, daily logins, social media giveaways, mail-in requests, and as a "bonus" on top of Gold Coin purchases. Winnings in Sweeps Coins can be redeemed for prizes, usually at one dollar per coin.
The key point: when you "buy a package," you are paying for Gold Coins. The Sweeps Coins are the free gift that comes with them. That distinction is what lets operators argue they are running a sweepstakes rather than selling gambling.

Why "no purchase necessary" matters

US sweepstakes law requires a free way to enter. So every sweepstakes casino must offer free Sweeps Coins to anyone, usually through daily login bonuses and a mail-in request (you send a handwritten card and receive a few free SC). If players could only get Sweeps Coins by paying, the model would look like illegal gambling under most state laws.

How redeeming works

  1. Play your Sweeps Coins through. Most sites require SC to be wagered once (1x) before they can be redeemed. Some require more; Stake.us applies 3x to Stake Cash received with purchases.
  2. Reach the minimum. Each casino sets a minimum, usually 50 to 100 SC for cash, and sometimes as low as 10 to 20 SC for gift cards.
  3. Verify your identity. Expect to upload a photo ID and proof of address before your first redemption.
  4. Request the redemption. Cash usually goes by bank transfer or Skrill, and some sites pay in crypto. Most casinos take a few days to process, and their rules often allow up to 10 business days.

Our reviews list each casino's minimum and reported payout speed, and the sweeps coin value calculator shows what a package is really worth.

Are they legal?

It depends entirely on your state. Operators argue the free-entry model keeps them inside sweepstakes law. A fast-growing list of states disagrees: as of October 2026,13 states ban sweepstakes casinos outright, including California, New York, and New Jersey, and several more are actively enforcing against them. Some of the new laws also make it illegal to promote these sites, which is why responsible review sites hide offers in those states. See the state-by-state status.

Bottom line

Sweepstakes casinos can be a fun, low-cost way to play casino games with a real chance at prizes. But they are not regulated like state-licensed casinos. Stick with established brands, read the redemption rules before you buy anything, and treat any package purchase as entertainment spending. Our sweepstakes rankings weight legal standing and redemption terms most heavily for exactly that reason.
